Privacy and Personal Data Protection

Survey Objectives

Conducted every two years since 2021, the Privacy and Personal Data Protection survey aims to map the current scenario and understand the main challenges for building a digital ecosystem that guarantees privacy and personal data protection in Brazil. To this end, the survey gathers indicators collected from individuals, enterprises, and public organizations, identifying their practices and perceptions on the topic.

Survey Areas

The survey investigates:

  • the perception of Internet users regarding the use and protection of their personal data (see more in ICT Panel);
  • the way small, medium, and large enterprises handle the personal data of their customers and consumers, as well as relevant issues associated with the implementation of the Brazilian General Data Protection Law (LGPD) in Brazil (see more in ICT Enterprises);
  • initiatives and challenges related to data protection in the context of public organizations, public health facilities, and public schools in Brazil (see more in ICT in Government, ICT in Health, and ICT in Education).

Institutional Support

The survey has the institutional support of the National Data Protection Authority (ANPD), as well as a group of experts linked to institutions relevant to the topic.

International References

The Panel with Internet users is based on studies by Eurobarometer (Special Eurobarometer 431: Data protection), the Pew Research Center (American Trends Panel), and the Office of the Privacy Commissioner of Canada (Survey of Canadians on Privacy-Related Issues).

The ICT Enterprises survey is based on methodological standards and indicators defined internationally in manuals from institutions such as the International Telecommunication Union (ITU), also drawing on methodological frameworks proposed by the UN Trade & Development (UNCTAD), the Organisation for Economic Co-operation and Development (OECD), and the Statistical Office of the European Union (Eurostat).

Surveys with public organizations follow frameworks relevant to each area, such as those published by the Partnership on Measuring ICT for Development (ICT in Government); OECD, Economic Commission for Latin America and the Caribbean (ECLAC), and Pan American Health Organization (PAHO-WHO) (ICT in Health); and World Bank, International Association for the Evaluation of Educational Achievement (IEA), and UNESCO Institute for Statistics (UIS) (ICT in Education).

Methodology

The survey gathers unpublished data collected by different studies conducted by Cetic.br|NIC.br with individuals, enterprises, and public organizations. The ICT Panel survey interviews, via an online questionnaire, individuals aged 16 or older who are Internet users in Brazil. The ICT Enterprises survey includes a specific module on the processing of personal data in the private sector, interviewing small, medium, and large enterprises on the topic. In addition to the new results, analyses related to public organizations in Brazil are carried out, based on indicators on privacy and personal data protection from the ICT in Government, ICT in Health, and ICT in Education surveys.
