ICT in Government



What is the purpose of the research?

  • To produce indicators and statistics that allow for the understanding of the adoption of information and communication technologies (ICT) by public agencies in Brazil and their use in the provision of public services. It also aims to investigate initiatives for access to public information and participation in public activities via the Internet.

What is the importance of the research?

  • The data collected in the ICT Government survey will contribute to policies related to ICT in the public sector. The results of the study will produce important inputs for the development of digital government actions in the country.


Who supports the research?

  • The research has institutional support from the Secretariat of Digital Government, of the Federal Government. The initiative is also supported by a group of specialists composed of representatives from various fields (academia, government, and civil society organizations) who are committed to validating the methodological aspects of the research.


Who is the target audience of the research?

  • Public bodies of all branches (Executive, Legislative, Judicial, and Public Prosecutor's Office) and federative entities (Union, States, Federal District, and Municipalities) in Brazil.

How will the research be conducted?

  • The interviews will be conducted by Ipsos-Ipec, which is the research institute responsible for data collection.

    Starting in July 2025, up to two telephone interviews will be conducted with each selected public agency:

    1. The first is aimed at managers responsible for the information technology area or department of the selected public agency and investigates the infrastructure and access to ICT in the public sector.
    2. The second is aimed at managers responsible for the digital content of the selected public agency. It verifies the use of the Internet and new technologies for access to public information, participation, and communication of society with the public sector.

    In the case of municipalities, only one interview will be conducted with managers responsible for the information technology area or department of the selected City Hall, except in capitals and municipalities with more than 500,000 inhabitants where interviews will be conducted with two people.


What happens to the information I give to the interviewer?

  • The answers from each interviewee will always be grouped with those of all other survey participants who also answer the same questions. The respondent and the institution they represent will never be identified.


What is Cetic.br?

  • The Regional Center for Studies on the Development of the Information Society (Cetic.br) is responsible for producing indicators about the Internet in Brazil, which serve as references for the development of public policies on technologies such as computers, the Internet, and mobile devices. Cetic.br is a department of the Brazilian Network Information Center (NIC.br), which is linked to the Brazilian Internet Steering Committee (CGI.br) and acts as a Regional Center under the auspices of Unesco for Latin America and Portuguese-speaking African countries.
