ICT in Education



What is the objective of the ICT Education survey?

  • Since 2010, the ICT Education survey aims to map the access, use, and development of skills related to the use of information and communication technologies (ICT) in public and private schools (since 2011), in urban and rural areas (since 2017), as well as their appropriation in educational processes. In even years, interviews are conducted with elementary (4th to 9th grade) and high school students; teachers who teach these levels of education; pedagogical coordinators and school managers. What is the importance of research?

  • The collected data is used as a basis for the formulation and evaluation of educational initiatives and policies related to the use of these technologies by Brazilian educational institutions and the school community, aiming at improvements in the quality of education offered, based on equity, diversity, and the guarantee of rights.

Who supports the research?

  • The research is supported institutionally by the Ministry of Education (MEC), the National Institute of Educational Studies and Research Anísio Teixeira (Inep), the United Nations Educational, Scientific and Cultural Organization (Unesco), the National Council of Education Secretaries (Consed), the National Union of Municipal Education Directors (Undime), and specialists affiliated with non-governmental organizations and prominent academic centers.

    In preparing its first edition, the research sought alignment with the methodological framework proposed in the InfoDev reports of the World Bank and the 2006 Sites study (Second Information Technology in Education Study) by the International Association for the Evaluation of Educational Achievement (IEA).

How is the research conducted?

  • In even years, face-to-face interviews are conducted with students, teachers, pedagogical coordinators, and school administrators through structured questionnaires containing questions about technology access infrastructure, its daily use in the school and school community, and initiatives for critical and responsible use carried out by educational institutions and included in the curriculum. In odd years, the research is conducted by phone with school administrators and covers the same study topics.

    The questionnaires are applied by researchers from Ipec Intelligence in Research and Consulting, which is the research institute responsible for collecting information in the schools.

    In even years, when interviews are conducted in person, the visit of interviewers to schools can be scheduled in advance. The Ipec Intelligence team contacts educational institutions to verify the best day and time for the interviews.

How is information collected?

  • In even years, when interviews are conducted in person, the first contact with the schools is made by phone to present the research, check the availability for conducting the interviews, and confirm the data. During this contact, a date is scheduled for a visit by an interviewer to the school or for a new phone contact to conduct the interviews.

    The interviewer will ask some questions to the interviewee and record their answers on a specially programmed tablet.

    In odd years, during the interviews conducted by phone, the interviewer will ask the questions and record them in a computer system programmed for this function.

    In both cases, the interviews are confidential and the data is anonymized to minimize the risks of identifying the respondents.


What is the survey period?

  • Data collection is generally conducted in the second half of each year, from August to December, but depending on the availability of schools, it may be necessary to extend the interviews to the first half.


Where will the research be conducted?

  • The research is conducted throughout the national territory and considers public schools (municipal, state, and federal) and private schools in urban and rural areas of Brazil. Schools are randomly selected with regular classes in Elementary and High School registered in the School Census, conducted by the National Institute for Educational Studies and Research Anísio Teixeira (Inep).


Why was the school where I work selected to participate in the research? And why was I selected?


  • Through a random draw of schools based on the School Census conducted by the National Institute of Educational Studies and Research Anísio Teixeira (Inep), educational institutions of Elementary and High School were selected for interviews. The number of schools selected is defined by implementing rigorous statistical methods aimed at collecting data in institutions that represent the Elementary and High School educational system of Brazil.

    In even years, when the research is conducted in person, a random draw of classes is also conducted in each selected school to define the teachers, students, and pedagogical coordinators to be interviewed. Both draws are based on rigorous statistical methods.

    To ensure that the study results reflect the reality of the country, it is very important for all the selected schools, teachers, students, pedagogical coordinators, and school managers to collaborate by responding to the survey.


What happens to the information I provided to the interviewer?

  • The responses provided are grouped with the answers of thousands of people who also respond to the same questions. The information is consolidated and the respondent is not identified, meaning the results collected from all respondents are calculated together to represent a total value for the entire country.     Ipec Intelligence in Research and Consulting, the company responsible for collecting the data, has procedures that comply with the international quality standard in Market and Opinion Research ISO 20.252, which mandates the confidentiality of all survey respondents' data.


What is Cetic.br?

  • The Regional Center for Studies on the Development of the Information Society (Cetic.br) is a research center linked to the Brazilian Network Information Center (NIC.br), the executive arm of the Brazilian Internet Steering Committee (CGI.br), responsible for producing indicators and statistics on the availability and use of the Internet in Brazil. Cetic.br also publishes periodic analyses and information on the development of the network in the country. These studies are a reference for the formulation of public policies that ensure the population's access to technologies such as computers, Internet, and mobile phones.
