NIC.br and the Federal Government establish dialogue on ICT public policies in Brazil
Indicators produced by CETIC.br were at the center of the debate, which gathered representatives from various government agencies
The indicators on Internet availability and use produced over the past ten years by the Brazilian Internet Steering Committee (CGI.br), through the Regional Center for Studies on the Development of the Information Society (CETIC.br) of the Brazilian Network Information Center (NIC.br), stimulated a debate held last Wednesday (12) in Brasília (DF) regarding public policies in information and communication technology in Brazil.
The surveys were presented, analyzed, and discussed among representatives of Federal Government agencies, with the mediation of CETIC.br, at the event Dialogue on Public Policies and ICT Indicators in Brazil, promoted by the Ministry of Communications. On the occasion, the study ICT Public Access Centers 2013 was also launched, which investigates the contribution of telecenters to digital inclusion.
At the opening of the event, NIC.br's Director-President, Demi Getschko, highlighted the importance of producing quality statistics based on international standards. “CGI.br aims to develop improvements for the Internet in Brazil. The production of surveys on Internet usage in the country allows managers and citizens to create action strategies.”
According to the Minister of Communications, Paulo Bernardo, “to promote universal Internet access, it is of utmost importance to understand the most viable and executable mechanisms, and the surveys from CETIC.br aid in this regard.”
Alexandre Barbosa, CETIC.br's manager, points out that “it is essential to measure the advances achieved by public policies through reliable, relevant, timely indicators for decision-making, accessible to all stakeholders, cost-effective, and sufficiently interdisciplinary to address the cross-cutting issues involved in ICT adoption,” he adds.
Meanwhile, the Secretary of Digital Inclusion of the Ministry of Communications, Lygia Pupatto, emphasizes that one of the greatest challenges in advancing Internet access, use, and infrastructure is to form an ecosystem of articulation and innovation. "For any type of policy, involving Federal Government agencies, states, municipalities, NGOs, and the private sector is necessary. It's increasingly clear that without instituting collaboration from all and the cross-sectorality, policies do not progress," she declared.
Broadband, infrastructure, and ICT access in Brazil
In the event's first panel, the coordinator of the ICT Households Survey, Winston Oyadomari, provided an overview of Internet use in Brazil and presented the historical series of the study, emphasizing the growth in the proportion of households with computers and home Internet access, which more than doubled in this period.
The ICT Households 2013 presents the lack of service availability in rural areas as the primary reason for the absence of Internet in 37% of households with computers. According to the Ministry of Communications' Director of Broadband, Artur Coimbra, the Government has a goal of Internet coverage in rural areas – by the end of 2015, it is expected to reach 91% of rural households with wireless Internet access.
Innovation, software development, and digital content production
The coordinator of projects and surveys at CETIC.br, Fabio Senne, presented data revealed by the ICT Households, ICT Education, and ICT Enterprises surveys, highlighting the popularization of social networks in Brazil. Furthermore, Senne reinforced the necessity of promoting ICT usage skills. Indicators on the adoption of ICT by the productive sector in Brazil, software development, and opportunities and challenges for digital content production were also addressed.
Public services and Internet
The final panel of the meeting debated the results from ICT Electronic Government, ICT Education, ICT Kids Online Brazil, and ICT Health. CETIC.br addressed the presence of public agencies on the Internet, the scenario of ICT use in health facilities, ICT use in schools, and children's online protection.
