14th Workshop on Survey Methodology highlights the importance of international standards for data quality and comparability
With the participation of renowned national and international experts in the field of statistical data production, the event by Cetic.br also celebrates the 20th anniversary of the Partnership for Measuring ICT for Development
The 14th Annual Workshop on Survey Methodology by the Regional Center for Studies on the Development of the Information Society (Cetic.br) of the Brazilian Network Information Center (NIC.br), discussed, in the last week of August, the advances in the use of innovative methodologies and new data sources to improve the quality and availability of statistical data on information and communication technologies (ICT). In a rapidly evolving digital landscape, the need for high-quality, reliable, and comparable ICT statistics is more urgent than ever. Timely, relevant, and accurate statistical data are fundamental inputs to support policy makers and society in general.
Through presentations, panels, courses with interactive activities, and case studies, the workshop is organized by Cetic.br/NIC.br in partnership with the National School of Statistical Sciences – ENCE, of the Brazilian Institute of Geography and Statistics (IBGE). On this occasion, the 20th anniversary of the Partnership for Measuring ICT for Development was also celebrated, which includes various United Nations (UN) agencies and other international organizations. This Partnership represents an international collaborative effort aimed at enhancing the availability and quality of global ICT data and has been instrumental in setting methodological standards and indicators for the production of internationally comparable statistical data.
The meeting brought together speakers from various United Nations agencies, professors from renowned universities, representatives of international organizations, and national statistical institutes. It was attended by an audience of 120 participants from 17 countries.

“The nearly 20 years of production of ICT statistics by Cetic.br allow us to provide relevant inputs to support ICT public policies, to promote digital inclusion, and to understand the trends of the digital economy.”, commented Demi Getschko, CEO of NIC.br, highlighting the importance of NIC.br and CGI.br's commitment to the regular production of statistical data.
According to Alexandre Barbosa, manager at Cetic.br|NIC.br, the capacity-building work in survey methodologies for data production carried out by Cetic.br since 2011, in cooperation with ENCE/IBGE, has the primary objective of meeting the need for the development of competencies for data production and use. Since its inception, the workshop has addressed emerging topics and new methodological challenges, such as the use of alternative data sources, including 'big data' and the use of machine learning tools that can complement traditional methodologies. Additionally, the workshop is a space for dialogue on innovative methods to measure new phenomena, such as those of the digital economy, artificial intelligence, misinformation, and the socioeconomic impacts of emerging digital technologies.”, he explained.
César Augusto Marques da Silva, researcher and professor at ENCE/IBGE, emphasized that “This cooperation provides us with significant advantages in the production of statistical data on ICT, allowing data producers, like IBGE, to advance ever further towards technological innovation. With this, we strengthen our capacity to provide precise and up-to-date information, essential for the formulation of strategic public policies that drive the sustainable and inclusive development of the country.”
The most relevant topics covered in this edition of the workshop were:
- Internationally agreed methodological standards as a fundamental basis for the production of quality ICT statistics and to ensure data comparability among countries;
- Innovative methodological approaches, including new strategies to improve data quality, including mixed methods that combine qualitative and quantitative survey approaches, composite indices, and how to deal with non-response in sample surveys.
- The role of international organizations in defining methodological standards, indicators, and questionnaires to ensure the standardization of ICT data collection and processing.
- Leveraging multiple data sources, including the integration of diverse data streams to build a deeper understanding of the digital domain.
In this complex data ecosystem, Ronald Jansen, representative of the United Nations Statistics Division (UNSD), highlighted the importance of digital transformation and the use of ICT statistics to understand socioeconomic impacts and monitor development agendas such as the United Nations Sustainable Development Goals. He also addressed the need for data governance processes, capacity building in the production of indicators that incorporate new data sources to meet society's needs and ensure that official statistics remain relevant and timely in a rapidly changing world.
